I have a similar problem here as earlier today. Both B.B and Q.Q are familiar but the A-Habit did not get formed with the response "a".  The sequence B.B, Q.Q is novel and as such does not work as a goal stimulus to the action habit. The action habit formation should not be so tightly tied to the sequence recognition process. It should work independently. If one thinks of the cortex as the recognition unit creating sequences etc. then the cerebellum is the action habit creator. But the cerebellum must identify each action habit and the cortex must reuse that identifier when the decision is made to act because the cortex holds the goals and makes the decision.
