I got permanent stimuli working by making the interesting level of experience matches equal to 0 for any match where an output was involved. Effectively means in recognition mode only for any permanent triggering stimulus.  Static environment, 1 sense with 2 values and 2 possible responses.

I fixed the feeling of Interesting so B is left interesting when go on to higher level recognition because A and B become permanent. Notice habits 4 and 9 also interesting.
