Stimulus #2 = S-Habit#4 will be chosen as the stimulus to attend to if I use logic that says - when all the active habits are at neutral concentration level you can’t say which one is the current habit. So rather than using EXPCTing of the 1st habit as the expected stimulus it would make more sense to use the stimulus that completes the first completed habit in the habit list. This idea could be generalized to when there are 2 or more habits active at the same highest concentration level then the stimulus that completes the first completed habit is the one to attend to.
