It is right at this point in the process where the action habit needs to be formed. The STM has recognized the B.B, A.A sequence because both B.B and A.A are familiar. But acton #3 has not been used to form an action habit because the conscious attended to stimulus is the sequence and it is novel. It needs to use the familiar A.A to form the action habit. Does this mean that the action habits are created before the sequences are recognized such that the most familiar? S-Level =1 stimulus is used. Does this mean that all goals must be at S-Level=1? Rather like an atomic state rather than an S-Habit. How about the trigger that makes up an acton, is it also only at S-Level=1?
